




The first project of France’s new nuclear program, Penly will host the first pair of EPR2 reactors, each with a capacity of around 1,670 MWe and a planned commissioning between 2035 and 2037.
The scale of the project is exceptional: it is the largest construction site in Europe in its field. Since its launch one year ago, 90 machines are already being monitored on Hiboo.
Today, the site mobilizes around 800 people per day. At peak activity, this workforce will increase tenfold to exceed 8,000 employees. More than 110 trades are involved, and the preparatory works have been entrusted to Eiffage.
The project also involves an exceptional technical challenge: reclaiming 1.5 km in length and 200 m in width from the sea to build the breakwater. To ensure the strength of this structure, 15,000 concrete blocks will need to be produced within a year and a half.
The project is overseen through a “Grand Chantier” framework led by the French government, with a dedicated coordinator. On site, the density of stakeholders is high, with around a dozen equipment rental companies involved. The ecosystem largely consists of local contractors, rental companies, and operators rooted in the region.
Establishing a carbon footprint involving numerous stakeholders on a construction site represents a real challenge, both for data collection and data utilization.
In its effort to facilitate the monitoring of site production and calculate the project’s carbon footprint, Eiffage requires its contractors to sign a commitment charter to share equipment data through a dedicated fleet management platform such as Hiboo.
